dc.description.abstractThis paper analyzes Title X of the 1970 Public Health Service Act using a strengths perspective framework. Title X was the country’s first federal policy to provide public funding for family planning programs and it was implemented during a time when overpopulation was a great concern. The goals of Title X align with the strengths perspective’s focus on self-determination and empowerment. While Title X has made a great contribution by preventing unplanned pregnancies for low-income women, there are several limitations in regards to beneficiaries, service delivery, and funding. This paper explores both the strengths and limitations of the policy and makes recommendations for improvements that are crucial as implementation plans of the Patient Protection and Affordable Care Act of 2010 are developed.en_US
