The purpose of the study was four-fold: first, to determine certain administrators' perceptions of the management system and to compare these systems with their terminal and instrumental values; second, to determine the similarities and differences regarding relationships between value systems and the perceptions of organizational characteristics of the three hierarchical groups of administrators; third, to determine the value systems of the three hierarchical groups in the administration; and fourth, to determine the perceptions of the management systems of the three administrative groups in the hierarchy.
