A study of the policy-making relationships of ten Texas public community college governing boards, the college administration, faculty, and the impact of the community environment

The focus of this study was on the policy-making relationships of elected governing board members, administrators, and faculty members associated with 10 Texas public community colleges, and the impact of community environmental factors upon institutional policy-making. A major thesis that guided this research on educational policy-making was that major policy decisions made by college leaders involve politics because significant bases of power both within and outside the college become involved in the process. Also, the purpose of the study was to ascertain differential perceptions regarding philosophy of policy-making as manifested by the various sample groups: governing board members, administrators, and faculty members.
