The purpose of this investigation was to develop a model policy which explains and defines the rights of a faculty member over his original educational materials, the rights of the employing institution which may have assisted in the production of the materials, and the rights of students and other consumers over the utilization of these materials. Similar rights regarding materials created by employees in other professions, vocations, and the government were also discussed. Problems which are discussed in this investigation include: 1. Who provides resources for development? 2. Who may use the materials produced? 3. How may the materials be used? 4. Who may gain financial profit from the materials? 5. What protections are offered by the Copyright Laws of 1909 and 1976? 6. What is fair use?
