Title X was the country’s first federal policy to provide public funding for family planning programs and it was implemented during a time when overpopulation was a great concern. The goals of Title X align with the strengths perspective’s focus on self-determination and empowerment. While Title X has made a great contribution by preventing unplanned pregnancies for low-income women, there are several limitations in regards to beneficiaries, service delivery, and funding.
