Bilingual was defined as: (1) the Spanish most commonly used by the Mexican American of the Southwestern United States; and (2) English, including Black English. Tri-ethnic was defined as the Mexican American, Negro, and Anglo. The study further established guidelines for four stages of program development for an early childhood education television program which included: Stage 1 - the planning stage with its component parts of organizational structure, needs assessment, feasibility analysis, and product design. Stage 2 - the production stage with its component parts of television scripts and television tapes. Stage 3 - the implementation stage which included the home and the community. Stage 4 - the evaluation stage which included the product and the process. The procedure followed a detailed analysis of two existing early childhood education television programs: 'Sesame Street,' produced by the Children's Television Workshop in New York City, and 'Around the Bend,' produced by the Appalachia Educational Laboratory in Charleston, West Virginia.
