Abstract

Statement of the Problem. This study had as its purpose an analysis of the development of the law relating to private higher education institutions in Mexico. The legal structure associated with the functions of private universities is ambiguous and insufficient to assure the achievement of their goals. The principal problem of this situation appears to be the monopoly exercised by the Federal government in educational matters through the Department of Public Education and the National Autonomous University of Mexico, which fails to provide a sufficient legal base.
