Abstract

Among the factors considered by a teacher who is contemplating employment in another state are four that are controllable and a fifth that is partially controllable. These five factors are teacher certification, teacher retirement, teacher tenure, teachers' salaries, and teacher shortages. As the state policies and practices, with respect to these factors, have evolved in recent years, certain practices have emerged as advantageous to this objective. The purpose of this study is to provide a critical review of the state policies and practices with respect to the five factors In the several states and areas of the United States. The procedure used In this study was to obtain data regarding these factors and assess the states and areas where greater mobility of teachers is found.
