Abstract

The problem of this study was first to develop the components of an administrative organizational manual, contents; preparation of the manual; titles for organizational units and job descriptions; procedures for obtaining materials for the manual; developing a statement of responsibilities common to all job descriptions; job descriptions; committee and council descriptions; organizational charts and charting procedures; coding the manual, and to formalize these components in written form into an administrative organizational manual which would be illustrative and descriptive of the administrative organizational pattern of the Houston Independent School District, August, 1964. Through the development of the various components of an administrative organizational manual into a formalized written manual, the other aspect of the problem was to develop the guidelines which were used in formulating, developing, and writing the administrative organizational manual. The concepts, forms, and procedures used in the development of organizational manuals for business and industry were adapted to the development and writing of the administrative organizational manual contained in this study. Through this process, the writer was able to develop the guidelines in light of his experience in the development and writing of the manual. [...]
