Abstract

To residents of Texas, the names Carla, Beulah and Celia have become synonymous with physical destruction and loss of life. The damage inflicted by these hurricanes was in direct proportion to the extensive economic development of coastal Texas. Likewise, future hurricanes making landfall in the state will have serious financial repercussions. Besides the area resident, the chemical and petroleum industries are particularly vulnerable to hurricane loss. Sound economic planning, whether for protective works or insurance underwriting, demands a thorough understanding of the risk of future storms. [...]
