In 1967 the University of San Carlos of Guatemala initiated a series of reforms through the Plan de Desarrollo de la Universidad 1967-1973. One can hardly be unaware that reforms in higher level educational institutions are but a part of the changing national needs of any country. The results of the programs initiated in 1967 show that little progress has been achieved. The dichotomized social, economic and political system of Guatemala creates severe obstacles to the intended reforms. There have been frequent changes in the university's leadership and in the philosophy of education at the higher level due to changes of leadership in its authoritarian government. This paper describes an exercise in development which for the most part failed of fulfillment up to this time.
