Abstract

The purpose of this study was to develop teacher certification and program accreditation criteria and formulae for financial support of kindergartens in the public schools of Texas. Four areas of concern were analyzed: (1) to investigate the type of educational programs now offered in Texas for the five-year-olds, (2) to project what development goals should properly be assumed by a kindergarten program, (3) to determine what standards of teacher certification, program accreditation and professional supervision would be adequate, and (4) to recommend the means of financial support.
