Abstract

Purpose. The purpose of the study was to design a model to facilitate the planning and management of successful programs for the gifted. Procedures. The study was conducted in four phases. In Phase I a list of frequently mentioned elements of programs for the gifted was compiled from the literature. These were used to construct the GIFTED STUDENT PROGRAM OPINIONNAIRE. The opinionnaire was sent to a panel of twenty-five authorities on gifted students for refinement and validation. In Phase II the elements considered essential by the panel were used to construct the GIFTED STUDENT PROGRAM ASSESSMENT INSTRUMENT. The assessment instrument was designed to assess implementation of the criteria and to assess program effectiveness. In Phase III the assessment instrument was applied to programs for the gifted in Texas. Through an initial inquiry it was determined that sixteen school districts in Texas have programs for the gifted as defined in this study. The administrators in the sixteen programs reported their perceptions of the program in their districts and how essential they felt the criteria are for a successful program. In Phase IV the data from Phase I and Phase III was analyzed and synthesized to develop a model for the planning and management of programs for the gifted.
