Abstract
This thesis examines the adequacy of an evaluation of institute effectiveness in changing attitudes and behavior of public school teachers. Of major concern are the adequacy of the research design and measurement instrument in fulfilling the basic objectives of hte first phase of an evaluative research project. Limitations of the date presented by the basic assumptions and objectives, the research design, and the measurement instrument are considered in relationship to acceptable methodological procedures. A discussion is included of the compromises beween idealized research procedures and practical considerations made necessary by the nature of social research.
