Self-management in Yugoslavia : Democratic organization and development strategy

The following thesis has the following purposes: (1) to present in sketch form the contours of institutional evolution and change in Yugoslavia, with emphasis on the postwar period; (2) to present the major organizational features of Yugoslav Self-Management; (3) to present the latest series of reforms, 1971-74, in Yugoslav Self-Management which represents the beginning of a new institutional stage in Yugoslav socioeconomic development; (4) to present an introduction to 'self-management' in general; (5) to set the Yugoslav experience in its cultural-historical perspective; (6) to provide an information base for further research into 'self-management' in general and Yugoslavia in particular. Chapter One acts as a general introduction to the subject, presenting information on Self-Management's global influence and a sketch of the actors therein. The second through the fourth chapters describe and explain the development of Yugoslav theory arising from practice. Chapters Five through Eight provide the reader with the institutional and organizational forms of Yugoslav Self-Management up to the 1971 Reforms. These chapters describe the structure of the Commune, the Enterprise, and the sociopolitical organizations of social intervention. Information and brief analysis is given on the content of these structures and the disparity between structure and content. Chapter Nine describes the restructuring of the national economy and its component parts in the systemization of Self-Management. This chapter analyzes the 1971 Reforms and the 1974 Constitution which embodies these reforms. The underlying subject in this chapter is on decentralized planning mechanisms. The final chapter is my own reflections on Yugoslav practice and a restatement of some topical points of controversy.
